全球应对气候变化需求越发急迫,促使中国加快碳市场建设以应对减排压力。中国碳市场的迅速崛起增加了对高素质人才的强烈需求,碳相关人才缺口凸显,人才供需失衡,碳相关人才培养体系的建立迫在眉睫。本报告旨在深入探讨碳市场发展对人才的需求及相应的培养机制,着重揭示当前碳市场发展所面临的人才需求缺口还未得到充分满足、培养体系仍需完善、人才培养质量有待提升等问题。本报告通过借鉴欧盟、德国和美国的先进实践经验,采用案例分析方法,从实践角度出发,提出加大重点行业员工职业技能培训力度、加快培养高层次科技创新型人才、重视国际化人才培养等适用于我国碳相关人才培养的政策建议,为我国碳市场的可持续发展提供必要的人才支撑和政策指导。
The rapid rise of China’s carbon market has intensified the demand for high-quality talents,highlighting the gap in carbon-related talents and the imbalance between talent supply and demand. The establishment of a carbon-related talent training system is urgently needed. This report aims to explore in depth the demand for talents in the development of the carbon market and the corresponding training mechanisms,focusing on the current shortage of carbon-related talents and the incomplete training system. By drawing lessons from the European Union’s experience in carbon neutrality talent training and New Zealand’s vocational education practices,and using a case study method from a practical perspective,this report proposes policy recommendations applicable to China’s carbon-related talent training. It aims to provide necessary talent support and policy guidance for the sustainable development of China’s carbon market.
