为适应新时期科学技术快速发展的趋势,满足企业对数字化转型、能源转型、技术创新和技术转移等领域新型高级专业技术人才日益增长的需求,同时围绕发展经济和提高产业竞争力的战略需要,意大利政府于2008年通过立法,于2010年正式建立起高等教育层次的高等职业技术教育体系,成立了高等技术学院(ITS)。2022年,意大利又对高等职业技术教育体系进行改革,为高等技术学院更名,同时明确了加强高级专业技术人才培养、关乎国家战略的十大重点技术领域。本文主要对意大利高等职业技术教育的功能定位、高等技术学院的运作方式、人才培养的特点以及2022年启动的改革等进行较为系统的梳理与分析,并且总结出几点认识和启示。
In response to the rapid advancements in science and technology in the contemporary era and the increasing demand for advanced professional technical talents in fields such as digital transformation,energy transition,technological innovation,and technology transfer,Italy enacted legislation in 2008 and formally established the higher level vocational and technical education system in 2010,leading to the establishment of Higher Technical Institutes (Istituti Tecnici Superiori,ITS). In 2022,Italy underwent reforms in the Higher Technical Institutes system,changing the name from ITS to ITS Academy,identifying 10 key technologic areas related to the national strategy aimed at enhancing the training of advanced professional technical talents. This article analyzes the orientation of higher vocational and technical education in Italy,the operational mode of Italy’s Higher Technical Institutes,and the characteristics of its talent cultivation system and the reforms since 2022,and finally tries to conclude several aspirations.
