当前国际社会和各主要经济体都在坚定不移地推进可持续发展，在此进程中，循环经济发挥着重要作用。我们正在由传统的“生产—消费—增长”的线性的经济发展模式转变为一种全新的、具有开创意义的循环经济模式。本文将阐述循环经济的基本状况与特征，帮助读者理解发展循环经济对于可持续转型的意义及其为人类带来的机遇，阐述欧洲及国际层面针对发展循环经济所确立的指导原则、法律规章及相关条例，梳理分析意大利循环经济的发展状况及相关政策。此外，本文还基于罗马俱乐部发布的“贝拉焦宪章”制定的评估指标，展示有关循环经济发展的调查结果，以便读者更深入地了解欧洲与意大利向循环经济转型的过程及最新进展。
Circular Economy is a fundamental factor in the ongoing processes that see the international community and individual states heavily engaged in initiatives for the transition to sustainable development. The author provides an overview of knowhow factors that allows the readers to understand the implications and opportunities associated with the shift from the current “linear” model of production，consumption，and growth to a completely different and innovative model，namely a “circular” model. The article illustrates the principles defined at the international and European levels that guide this structural change，the system of rules and regulations that govern it，and the contribution and role of Italy in this transition process. Of particular importance is the presentation of the results of the analysis conducted using the circular economy assessment indicators developed by the “Bellagio Declaration” issued by the “Club of Rome”. These indicators provide the readers with an in-depth and up-to-date understanding of the scope of ongoing processes towards a new development model in Europe and Italy.
