中国企业正处于高度易变、不确定、复杂与模糊的商业环境中,传统的人才管理方式越来越难以应对企业业务端对人才的需求。人才管理比以往任何时候都需要更加灵活和敏捷。ChatGPT、文心一言等新兴科技正推动经济、社会与企业发生重大变化,也将赋予企业人才管理巨大变革力量,使得人才管理敏捷化与智能化成为可能。本报告从供给端与需求端全面探讨了中国人才管理数智赋能的现状、瓶颈和趋势。从供给端看,人力资源服务业发展前景较好、智能化产品不断涌现,但行业集中度偏低;从需求端看,企业人才管理数智化尚处于起步阶段,数智化更多应用于招聘等个别人才管理模块,应用尚不全面与深入。人力资源服务业面临客户预算不足、产品数据价值不高等瓶颈,而企业面临大数据基础薄弱、缺乏数智化人才以及HR智能化工具应用水平低等问题。最后,无论是人力资源数字化服务业还是企业人才管理数智化都有一些积极的发展趋势。
Chinese enterprises are currently operating in a highly volatile,uncertain,complex,and ambiguous business environment where traditional talent management strategies are increasingly inadequate in meeting the talent demands of business operations. Talent management now,more than ever,needs to be more flexible and agile. Emerging technologies like ChatGPT and Wenxin Yiyan are driving significant changes in the economy,society,and businesses,which in turn bestow tremendous transformative power on corporate talent management,making agile and intelligent talent management possible. This chapter comprehensively discusses the current status,bottlenecks,and trends in the data-intelligence empowering of talent management in China from both the supply and demand sides. From the supply side,the human resources service industry has a promising future with a steady emergence of intelligent products,albeit with a low industry concentration. From the demand side,corporate talent management is still in the early stages of digital and intelligent transformation,with such technologies mostly applied in recruitment and other isolated modules,lacking comprehensive and deep application. The human resources service industry faces bottlenecks such as insufficient customer budgets and weak data value of products,while companies struggle with poor big data infrastructure,a shortage of talent for digital and intelligent transformation,and low application levels of HR intelligence tools. Nevertheless,both the digital services in human resources and corporate talent management are showing some positive development trends.
