Grassroots governance is the cornerstone of national governance，and it is the basic project to realize the modernization of national governance system and governance capacity，and to promote the governance of townships （streets） and urban and rural communities as a whole. With the acceleration of China’s urbanization process and the emergence of new scientific and technological means，the importance of grassroots governance in the context of digital intelligence has become increasingly prominent. This report conducts in-depth discussions on the proposal and development of grassroots governance，system architecture and capacity building，and innovation and breakthroughs，combined with the construction of grassroots intelligent governance systems in Zhejiang Province and other places. At the same time，this report analyzes the core development path of grassroots governance empowered by digital intelligence from the perspectives of informatization and intelligence，public participation and community autonomy，green and sustainable development，diversification of social governance，and strategies to cope with new challenges.
