The digital and intelligent construction of medical and health is the key intersection of the two national strategies of Digital China and Healthy China. The central and local governments at all levels highly value and deeply recognize the opportunities and challenges，and have carried out a large number of research and practical work. Based on the review of literature and the analysis of practical cases in recent years，this article reviews and studies the industry development overview and bottlenecks of China’s health care industry，the digital and intelligent development layout and practice，as well as the new industries，new scenarios，and new practices of digital and intelligent enabling health. The study found that the top-level design of China’s health has been increasingly improved，the health service system has been continuously improved，and the construction of Healthy China has been carried out in an orderly manner，but there are shortcomings in the public health service system，the supply-side structural contradiction，primary medical and health care，and the medical prevention coordination；the state and local governments regard digital and intelligent as an important way and key grip to promote the high-quality development of the health cause；with the rapid application and popularization of digital and intelligent technology，new industries and new scenarios have emerged in the field of health，and places such as Zhejiang and Chongqing have also carried out systematic and innovative digital health construction.
