数字化、智能化转型成为数智时代全球经济发展大势,我国数字经济发展成就举世瞩目,总体规模稳居全球第二。数智变革颠覆传统产业,重塑职业领域和人类能力结构,各领域数字人才需求呈爆发式增长,我国迫切需要以具有更高素质、更优结构的人力资源助力生成新质生产力,对冲劳动力人口减少、老龄化程度加深、结构性就业矛盾等风险因素,支撑数字经济高质量可持续发展。我国数字经济就业规模全球居首,同时也面临总量短缺、产业和区域分布不平衡、供给能力不足等突出困难。突破人才发展瓶颈的关键,是进一步深化人才发展体制机制改革,建立数智时代人才制度优势。本报告基于上述情况,针对我国数智时代人才发展面对的主要机遇、挑战,从人才制度的智慧化特征、建设原则和建设内容出发,提出符合我国国情和人才数字化、数智化发展规律的人才体制机制改革思路。
Digitalization and intelligent transformation have become the general trend of global economic development in the Data-intelligence era,and China’s achievements in digital economy development have attracted worldwide attention,with an overall scale ranking second in the world. Data-intelligence has subverted traditional industries,reshaped the professional field and human ability structure,and the demand for digital talents in various fields is exploding. China urgently needs to accelerate the construction of digital talents,use higher quality and better structured human resources to help generate new productive forces,hedge against risk factors such as reduced labor force,deepening aging,and structural employment contradictions,and support high-quality and sustainable development of the digital economy. China’s digital economy has the largest employment scale in the world,but it also faces prominent difficulties such as total shortage,uneven distribution of industries and regions,and insufficient supply capacity. The key to breaking through the bottleneck of digital talent development is to further deepen the reform of the talent development system and mechanism,and establish the advantages of the talent system in the Data-intelligence era. Based on the above situation,in view of the main opportunities and challenges faced by the talent development in the Data-intelligence era,and starting from the intelligent characteristics,construction principles and construction contents of the talent system,this paper puts forward the ideas of talent system and mechanism reform in line with China’s national conditions and the law of talent development.
