当下，在“数智化”浪潮席卷全球的背景下，我国推进“数智化”的步伐明显加快。从2023年的《数字中国建设整体布局规划》中关于建设数字中国的重要部署，到2024年《政府工作报告》首次提出“人工智能+”行动，数智赋能我国新质生产力的重要作用日益凸显。本报告围绕数智赋能新质生产力这一主题，从数智赋能的新形势、新动能、新机遇和新问题四个方面进行了探讨，提出了“赋能信仰、赋能决策、赋能人才、赋能创新、赋能治理和赋能发展”六大赋能方式，并对每种赋能方式的发展状况与未来趋势进行了分析，进一步揭示了数智赋能引发的新场景、新赛道、新生态和新世界。同时，针对数智时代的突出问题进行了充分讨论，为数智赋能的健康发展提供了有益的参考。
The wave of “data-intelligence” has swept the world，and the pace of promoting “data-intelligence” in China has accelerated significantly. From 2023，the important deployment of the construction of Digital China in the Overall Planning for the Construction of Digital China，to 2024，the “Artificial Intelligence +” action was first proposed in the Government Work Report of The State Council，and the important role of data-intelligence to enable China’s new quality productivity has become increasingly prominent. Focusing on the theme of data-intelligence empowering new quality productivity，this paper discusses four aspects of data-intelligence empowering：new scenes，new growth drivers，new opportunities and new problems，and puts forward six empowering ways，including “empowering belief，empowering decision，empowering talent，empowering innovation，empowering governance and empowering development”，and explains the development status and future trend of each empowering way. It further reveals the new scene，new racing track，new ecology and new world caused by the data-intelligence empowering. At the same time，in view of the outstanding problems in the age of d data-intelligence，the paper gives a full discussion，and provides a useful reference for the healthy development of data-intelligence empowering.
