Scientific and technological innovation has been regarded as the cornerstone of national prosperity since the founding of Israel. Israel has attached great importance to the deep integration of science and technology and economy over years，and established a set of innovative administrative management system led by the government. Universities focus on tackling key problems in science and technology，enterprises undertake technology development and application，financial capital markets vigorously support the development of scientific and technological innovation. Departing from the perspective of the transformation mode of Israel’s scientific and technological achievements，this paper discusses the important role played by Israeli government，universities，enterprises and financial institutions in promoting scientific and technological innovation and transformation，which has provided reference significance for the formulation and implementation of China’s transformation policy of scientific and technological achievements.
