At the third Belt and Road Forum for International Cooperation，China proposed eight actions to support high-quality Belt and Road cooperation，and took the improvement and upgrading of cooperation in the field of “Heart-to-Heart connectivity” as one of the priorities of high-quality Belt and Road cooperation. As one of the showcase cities of China’s external communication，Shanghai has many innovative practices in promoting “Heart-to-Heart connectivity” under “the Belt and Road” Initiative：Based on Shanghai’s development and governance practices，spreading the universal significance of China’s road；Spread inclusive and shared Chinese experience based on Shanghai’s practice of opening up to the outside world；Based on Shanghai’s practice of international cooperation，spread China’s good wishes and justice propositions；Based on the practice of cultural exchange in Shanghai，it conveys the rich connotation of Chinese culture. In view of the main challenges currently faced，this paper puts forward the thinking of Shanghai to further promote “Heart-to-Heart connectivity” under “the Belt and Road” Initiative.
