互联互通是共建“一带一路”的关键，而规则标准“软联通”是促进互联互通的重要桥梁和纽带。上海在服务“一带一路”建设过程中，以上海自贸区为制度创新载体，在政策沟通、基础设施建设、经济贸易以及技术标准等“软联通”方面取得了诸多成果。未来，上海仍需砥砺前行，加快构建高标准自由贸易区网络，继续推进制度型高水平开放；主动对接《区域全面经济伙伴关系协定》（RCEP）、《全面与进步跨太平洋伙伴关系协定》（CPTPP）、《数字经济伙伴关系协定》（DEPA）等制度安排，探索新规则新标准；新规则新标准的制定要灵活和富有弹性；进一步夯实“软联通”的基础性工作；充分发挥国家智库和上海地方智库的作用，持续推进规则标准的“软联通”建设。
