The COVID-19 global pandemic swept through Iran，causing a major impact on Iranian society，Iran’s epidemic prevention situation continues to deteriorate. The outbreak has hit Iran’s international and regional environment，forcing the previous and new governments to adjust their foreign policy. Under the triple pressure of sanctions，low oil prices and anti-epidemic，Iranian diplomacy is under great pressure，especially the Iranian nuclear issue and Israel’s active anti-Iranian attitude. But there are opportunities behind the challenge. The Biden administration’s Indo-Pacific strategy not only provides a “window” for the Iranian nuclear issue，but also provides a chance for Iran to strengthen its presence in Afghanistan. The friendly and mutual assistance between China and Iraq has enhanced bilateral relations after the outbreak，and the signing of the 25-year cooperation agreement has consolidated the comprehensive strategic cooperative relationship between the two countries. The international community’s recognition of the concept of global cooperation provides an opportunity for Iran to lift sanctions. Under the epidemic，how to strengthen crisis management and create good diplomatic relations and ease sanctions are problems that Raisi’s government should face up to. In other words，how to turn “dangerous” into “opportunities” is a question that Iran’s diplomatic service needs to ponder.
