伊朗与伊核协议欧洲签署国的关系(2019年)

2018~2019年,英国、法国、德国与伊朗的关系主要以伊核协议的存续问题为核心展开。在美国退出伊核协议并对伊朗实施“极限施压”政策的背景下,政治上,伊核协议欧洲签署国以伊朗履行该协议为前提继续维护伊核协议;经济上,由于美国退出伊核协议并重启对伊制裁,欧洲签署国与伊朗的贸易有所减少,但英、法、德三国提出建立对伊贸易结算支持机制,旨在维护与伊朗的正常贸易交往并规避美国制裁;社会文化上,三国与伊朗的文化交往持续进行,双边人文交流、学校教育、人才互换等活动有序展开。总体上,在伊核协议的牵制作用下,2019年,英、法、德三国与伊朗的关系保持良好态势。英、法、德三国与伊朗关系的未来走向在一定程度上取决于伊朗的核活动是否突破伊核协议与美伊关系的进一步发展。

Abstract

From 2018 to 2019,the relationship between Britain,France,Germany and Iran is mainly centered on the survival of the Iran nuclear agreement. Against the backdrop of the United States withdrawing from the Iran nuclear deal and applying extreme pressure on Iran:politically,European signatories continue to defend the Iran nuclear deal on the premise that Iran does not violate it. Economically,since the United States withdrew from the Iran nuclear deal and restarted the sanctions on Iran,the trade between the European signatories and Iran has decreased compared with before the sanctions. On this basis,Britain,France and Germany proposed the establishment of a trade mechanism with Iran(INSTEX),which aims to reduce the pressure of the us sanctions by trading with Iran through this financial mechanism. The mechanism is already in initial operation. In terms of social culture,cultural exchanges between Britain,France and Germany and Iran have continued,and bilateral cultural exchanges,school education and personnel exchange have been carried out in an orderly manner. On the whole,Britain,France and Germany maintained good relations with Iran in 2019 under the constraint of the Iran nuclear agreement. In the future,the relationship between Britain,France and Germany and Iran depends to a certain extent on whether Iran’s nuclear activities break through the Iran nuclear agreement and the further development of US-Iran relations.
