Russia is a world power while Iran is a Middle East power. The bilateral ties between Iran and Russia is important for the Middle East political arena. Iran and Russia share common interests in many areas，including economic，financial，nuclear development，weaponary research and counter terrorism. Meanwhile，Iran keeps its alert to Russia over Syria issue，ties with US and Middle East politics. Iran’s particular diplomatic principle，Russia’s invasion history towards Iran and Iran’s aspiration of developing cooperation with European states，all become the obstacles in the bilateral ties between Tehran and Moscow. The gap between Russia’s self-defined “world power” and Iran’s “Middle East power” status determines the impossibilities of the formation of an Iran-Russia ally.
