公共法律服务资源体系是数字营商环境的重要组成部分，网络化、数字化、智慧化的公共法律服务能够为企业提供智能、高效和有针对性的法律支持，有利于降低企业法律成本。本指标重点考察地方政府的公共法律服务能力与水平。评估结果显示，各地政府积极开展“法治体检”活动，公共法律服务机制数字化和智能化程度不断提升。但尚存市县联动机制不完善、法治体检由政府驱动、未实现以企业需求为中心的服务模式等问题。评估小组建议各地方政府深化法治体检长效机制和“互联网+法治体检”建设，推进法治体检服务长效化、信息化和精准化。
The public legal resource system is a crucial element of the digital business environment. Networked，digitized，and intelligent public legal services can offer businesses intelligent，efficient，and targeted legal support，thereby reducing legal costs for enterprises. This indicator focuses on the local government’s capacity and level of public legal services. The assessment results reveal that local governments are actively conducting “rule-of-law checkups，” and there is a continuous improvement in the digitization and intelligence of public legal service mechanisms. However，challenges remain，including the incomplete city-county collaboration mechanism，government-driven rule-of-law checkups，and the failure to achieve a service model centered around the needs of enterprises. The evaluation team recommends that local governments should deepen the long-term mechanisms of rule-of-law checkups and the construction of “Internet + rule-of-law checkups，” advancing the long-term，informational，and precision development of rule-of-law checkup services.
