The emergence of digital technology has not just altered the manner in which trade clearance is conducted；it has also established a more open，efficient，and innovative environment for global trade. Constructing a business environment suitable for the digital economy requires more intelligent，convenient，and efficient trade clearance models to drive the development of global trade. The assessment involves trade clearance models，clearance times，and intermediary fees. The evaluation results indicate that various local governments have been steadily advancing the “two-step declaration” and “two-stage admission” clearance models，reducing overall clearance times，and implementing significant achievements such as the public disclosure of port fee catalog lists. However，there are still issues such as incomplete public disclosure of information related to the “two-step declaration” and “two-stage admission，” significant differences in updating clearance times between cities，and the urgent need to strengthen the actual implementation of reducing intermediary service fees. The assessment team suggests that local governments should continue to promote the “two-step declaration” and “two-stage admission” process models，improve the clearance publicity system，and deepen reforms in clearance intermediary fees.
