本报告评估重点为政府在行政审批中介服务过程中的影响,涉及政府是否指定中介服务机构、中介服务流程是否公开、是否变相收取中介费用等。评估结果显示,各地方政府持续深化行政审批中介服务改革的成果显著,积极建设数字化行政审批中介服务平台,推动清理规范中介服务事项。但尚存中介服务机构服务要素公开机制待改善、中介服务交易评价机制实效性低、行政审批事项中介服务的监管手段过于单一等问题。评估小组建议各地方政府重点完善中介服务机构服务要素信息公开事项、中介服务机构监管机制、中介服务交易评价机制,以优化数字经济营商环境。
A vital component of administrative approval implementation is the standardization of administrative approval intermediary services. Facilitating the development of the digital economy requires establishing a fair and efficient administrative approval environment. Therefore,this chapter’s assessment focuses on the government’s influence in the process of administrative approval intermediary services,encompassing aspects like whether the government designates intermediary service agencies,the transparency of intermediary service processes,and the potential covert collection of intermediary fees. The assessment results indicate that local governments have made remarkable achievements in continuously deepening the reform of administrative approval intermediary services. They are actively constructing digital administrative approval intermediary service platforms and promoting the cleanup and standardization of intermediary service matters. However,there are still issues such as the need for improvement in the openness of the intermediary service agency’s service element disclosure mechanism,the low effectiveness of the intermediary service transaction evaluation mechanism,and the overly simplistic regulatory measures in administrative approval matters involving intermediary services. The assessment team suggests that local governments should focus on improving the disclosure of service element information for intermediary service agencies,enhancing the regulatory mechanisms for intermediary service agencies,and optimizing the transaction evaluation mechanisms for intermediary services to enhance the business environment for the digital economy.
