The implementation of the government procurement system helps to maintain the market order of fair competition，protect the legitimate rights and interests of the parties involved in government procurement，promote the healthy development of small and medium-sized enterprises（SMEs），and create a favorable business environment. 2023，the assessed cities basically established the system of disclosure of government procurement intentions，the protection mechanism for SMEs was initially established，the e-portals for government procurement were all set up，and the transparency and convenience of government procurement disclosure were further improved. However，the problems of insufficient timely follow-up of SME protection policies and the full popularization of the whole-process information disclosure mechanism still exist. It is recommended to promote innovative measures to facilitate the implementation of the SME protection mechanism，improve the information disclosure system and accelerate the implementation of the whole process of information disclosure in government procurement，further improve the service level of government procurement，and promote the continuous optimization of the business environment.
