经营场所的获取与企业发展息息相关。本报告评估的指标主要衡量数字经济时代经营场所获取的数字化房地产公共服务水平及经营场所获取效率,包括房地产交易服务平台搭建情况、全流程网办推进情况及用地审批办结时限等。根据评估结果,被评估城市均持续提升房地产服务的数字公共服务水平,积极提高用地预审效率。但仍存在房地产公共服务事项覆盖范围、服务方式完备度不一,政务服务事项便利化、集成化水平存在显著差异,内容不精准、平台功能不全面、与用户互动交流不频繁、宣传推广不到位等问题。建议从提高用户满意度、平台知晓度,健全监管机制,保障平台安全稳定运行等方面对平台进行建设和优化。
The acquisition of business premises is closely related to business development. The indicators assessed in this report mainly measure the level of digital real estate public services and the efficiency of business premises acquisition in the era of digital economy,including the construction of real estate transaction service platforms,the advancement of full-process online operation and the timeframe for land use approval and closing. According to the assessment results,the assessed cities have all continued to improve the level of digital public services for real estate services and actively improved the efficiency of land use pre-trial. However,there are still problems such as varying coverage of real estate public service matters,completeness of service methods,significant differences in the level of facilitation and integration of government service matters;imprecise content,incomplete platform functions,infrequent interactions and exchanges with users,and inadequate publicity and promotion. It is recommended that the platform be constructed and optimized in terms of improving user satisfaction and platform awareness,sounding the regulatory mechanism and guaranteeing the safe and stable operation of the platform.
