市场准入机制的合理与否对经济发展具有重要影响，制度的松紧程度直接关系着市场主体进入市场的成本和难易程度。本报告借鉴世界银行《营商环境成熟度方法论手册》中的新增评估点，围绕准入法规质量、市场准入在线服务、市场准入效率三个方面评估政府在市场准入服务方面体现的服务水平。经过评估，市场准入负面清单制度、信用承诺制、环境许可规制等制度落实进一步优化，各地也均出台具体政策针对上年监管评估中发现的市场中的隐性壁垒问题进行了回应。总的来说，我国市场准入机制进一步完善，营商环境进一步优化。
Whether the market access mechanism is reasonable or not has an important impact on economic development，and the degree of tightness of the system is directly related to the cost and difficulty of undertakings to enter the market. Based on the new evaluation points in the B-READY，this chapter evaluates the government’s service level in market access services from three aspects：quality of market access rules，online market access services，and market access efficiency. After evaluation，negative list system for market access，credit commitment system，environmental licensing regulations and other systems have been further optimized，and specific policies have been introduced in response to the hidden barriers in the market found in the evaluation last year. In general，China’s market access mechanism has been further improved，and the business environment has been further optimized.
