The digital economy business environment assessment conducted a comprehensive analysis of the construction of the national digital economy business environment in 2023. The results show that at present，the overall construction level of legal protection measures for China’s digital economy is good，but it is still in the initial stage，and there are regional development imbalances. The new digital governance meets the requirements of an international business environment and opens up a new pattern of digital government enterprise linkage. The precise and intelligent development of government services in the digital economy has promoted the construction of legal protection for the digital economy. The market supervision and law enforcement mechanism has been basically established，and the construction of digital supervision capabilities has achieved significant results. However，it should also be noted that the space for market-oriented allocation of digital basic elements needs to be improved，the development of diversified dispute resolution mechanisms for intellectual property rights is uneven，the risk control management methods for digital development in the financial industry urgently need to be transformed，and the operability of digital construction of government service platforms needs to be strengthened. To this end，it is necessary to further promote the top-level design of the digital economy and improve the configuration of the digital market；Strengthen the empowerment of digital transformation and innovate diversified regulatory methods；Carry out multidimensional policy promotion to promote transparency and openness of government information；Enhance the awareness of government service responsibility and accelerate the construction of a digital rule of law government.
