中国意识形态安全治理——基于“韩流”扩散的分析

随着信息技术的进步和国际联系的日益密切,当代国家间的竞争不仅是军事、政治、经济的竞争,更表现为文化、信息的竞争。韩国是以发达的文化产业著称且对东亚国家颇有辐射性的国家。近年来,韩国的文化产业沿着全球商品流通网络,借由互联网的推波助澜,以商品的形式快速广泛扩散到中国,一定程度上影响中国的意识形态安全。对此,中国需要从文化产品、文化传播途径、文化符号体系和网络技术等方面入手,在国际形象宣传、网络安全治理、公共舆论塑造上把握意识形态话语权和文化领导权,从而形成文化商品、文化符号和信息科技三位一体的意识形态竞争优势。

Abstract

With the progress of information technology and the increasingly close international relations,the competition among contemporary countries is not only military,political and economic competition,but also cultural and information competition. ROK is famous for its developed cultural industry and is quite radiative to East Asian countries. In recent decades,ROK’s cultural industry has rapidly and widely spread to China in the form of commodities along the global commodity circulation network,fueled by the Internet,resulting in the “Korean Wave” with its economic and cultural invasion to China. To some extent,the spread of ROK’s ideology constituted a potential threat to the security of China with its ideological control on the everyday life of Chinese people. In this regard,China needs to focus on the development of cultural products,cultural communication channels,cultural symbol system and network technology,and strive to grasp the ideological discourse and cultural leadership in international image publicity,network security governance and public opinion shaping,so as to form the ideological competitive advantage of the trinity of cultural goods,cultural symbols and information technology.
