城市文明典范，是城市演进所铸就的人类文明新形态的典型范例，不仅要有和谐统一的城市物质文明、精神文明、政治文明、社会文明和生态文明，还要有辨识度高和认同感、感召力、影响力强的外在形象与精神气质，即鲜明的“城设”。深圳如何以智慧城市“城设”赋能城市文明典范建设，从而发挥先行先试、引领示范的作用，意义重大。本报告梳理了智慧城市与城市文明典范的研究文献和特征内涵，梳理了城市文明典范与智慧城市研究的基本观点，分析了智慧城市“城设”赋能城市文明典范建设的理论逻辑、时代价值与现实案例，提出了深圳智慧城市“城设”赋能城市文明典范建设的实践路径。
The model of urban civilization is a typical example of the new form of human civilization forged by the evolution of the city，which should not only have a harmonious and unified material，spiritual，political，social and ecological civilization，but also have a highly recognizable and agreeable external image and spiritual temperament with a strong appeal and influence，i.e.，a distinctive urban design. It is of great significance for Shenzhen to play the role of early and pilot implementation and leading demonstration by empowering the model of urban civilization with smart city urbanization. This report combs through the research literature and characteristic connotation of smart city and its civilization paradigm，through the basic viewpoints of city civilization paradigm and smart city research，analyzes the theoretical logic，value of the times and real cases of the smart city setups to empower city civilization paradigm. It analyzes the theoretical logic，contemporary value，and real cases of smart city，and puts forward the practical path of Shenzhen’s smart city urban design empowering the model of urban civilization.
