This article conducts a survey and research on the volunteer projects of the Japanese International Cooperation Agency，sorts out and analyzes their organizational management models and characteristics，and provides suggestions for the development of the Volunteer Program for International Chinese Teachers. This article believes that the Volunteer Program for International Chinese Teachers can be improved in strengthening legal protection，emphasizing publicity and promotion，improving evaluation systems，enhancing information disclosure，and strengthening post employment measures.
