气候变化与海洋国际合作报告(2022)

全球气候变化对海洋的影响远远超过对陆地的。气候变化导致冰盖融化,海洋内部温度上升引起海水膨胀,冰盖融化和海水膨胀导致海平面不断上升,这直接改变了陆地国家的生存环境;二氧化碳(CO2)浓度上升导致海水酸化进而引起海洋生态系统变化,这影响了海洋生物的生存环境;气候变化还将引起海洋热浪,对海洋生物及依赖群落造成一系列后果。解决上述问题的途径就是控制温室气体排放,减缓或阻止气候变化。2022年在埃及的沙姆沙伊赫举行的《联合国气候变化框架公约》第27次缔约方会议(COP27),重申将全球变暖幅度控制在比工业化前水平高1.5℃的目标。自2009年联合国提出蓝碳报告后,人们认识到海洋与气候变化的相互影响,各国认识到蓝碳是减缓气候变化的重要手段和途径之一。截至2022年,各国在加强海洋国际合作过程中积极推进国际蓝碳合作,这对促使全球气温上升控制在1.5℃以内的目标达成具有重要意义。

Abstract

Global climate change affects the oceans far more significantly than it does the land. Climate change leads to the melting of ice caps and the expansion of seawater due to the rising internal temperature of the oceans. These effects subsequently lead to a continuous rise in sea levels,directly altering the living environments of land-based countries. The rising concentrations of CO2 contribute to changes in marine ecosystems through the acidification of seawater,which affects the habitats of marine organisms. Additionally,climate change results in ocean heat waves,carrying a range of consequences for marine life and the communities’ dependent on them. The solution to these challenges lies in controlling greenhouse gas emissions to slow down or halt climate change. The 27th Conference of the Parties(COP27)to the United Nations Framework Convention on Climate Change(UNFCCC),held in Sharm el-Sheikh,Egypt,in 2022,reaffirmed the commitment to limit global warming to 1.5 degrees Celsius above pre-industrial levels. The interplay between oceans and climate change has been acknowledged since the United Nations Blue Carbon Report in 2009. Countries have recognized blue carbon as an important approach to mitigate climate change. As of 2022,it is crucial for nations to actively promote international cooperation on blue carbon while strengthening efforts concerning oceans and seas. This collaboration is essential to achieve the goal of limiting global temperature rise to 1.5 degrees Celsius.
