地中海是连接欧洲、亚洲和非洲的交通枢纽，是联结大西洋、印度洋和太平洋的捷径。在人类发展史上，其在经济、政治和军事上都具有重要地位。地中海沿岸国家和人民的合作是解决海洋空间使用、海洋资源开采、海洋安全威胁、环境退化和气候变化、生物多样性治理、移民治理等地区问题的关键。1995年，欧盟、12个北非和中东地中海沿岸国家提出了环地中海战略合作计划，被称为“巴塞罗那进程”；2008年，“巴塞罗那进程：地中海联盟”峰会在法国巴黎举办，宣告地中海联盟成立。2021年12月召开的《巴塞罗那公约》第22届缔约方大会承诺，到2030年保护30%的地中海地区，解决塑料污染问题并减少空气污染，使该地区踏上可持续发展十年之路。2023年6月，欧盟公布了“西地中海和大西洋航线计划”，旨在加强欧盟与非洲国家的海洋国际合作。
The Mediterranean Sea is a transportation hub connecting Europe，Asia and Africa，and a shortcut connecting the Atlantic，Indian and Pacific Oceans. In the history of human development，it plays an important role in economy，politics and military affairs. Cooperation among the countries and peoples along the Mediterranean Sea has become the key to solving regional problems such as the use of maritime space，the exploitation of marine resources，threats to maritime security，environmental degradation and climate change，the governance of biodiversity，the governance of migration，etc. In 1995，the European Union，12 North African and Middle Eastern countries bordering the Mediterranean Sea put forward a strategic cooperation plan for the Mediterranean Rim，known as the Barcelona Process；in 2008，the Paris Summit for the Mediterranean announced the establishment of the Union for the Mediterranean. In December 2021，the 22nd Meeting of the Contracting Parties to the Barcelona Convention pledged to protect 30% of the Mediterranean region by 2030，address plastic pollution and reduce air pollution，putting the region on the path to a decade of sustainable development. In June 2023，the European Union unveiled EU Action Plan for the Western Mediterranean and Atlantic Routes，which is aimed at strengthening international maritime cooperation between the European Union and African countries.
