海洋国际合作涉及海洋安全、海洋经济、海洋科技、海洋生态环境、海洋文化教育等多个领域。海洋安全领域中的反恐、打击海盗、海上航行安全、海上搜救等合作得到强化，低敏感领域的海洋生态环境保护与海洋渔业成为海洋国际合作的重点。海洋国际合作的形式既有全球性也有区域性，既有多边性也有双边性。海洋国际合作文件的性质有的属于“硬法”，有的属于“软法”。
The field of marine international cooperation involves multiple fileds such as marine security，marine economy，marine science and technology，marine ecological environment，marine culture and education and so on. Cooperation in the field of maritime security such as anti-terrorism，anti-piracy，safety of maritime navigation and maritime search and rescue has been strengthened. Marine ecological protection and marine fisheries in low-sensitivity areas have become the focus of international maritime cooperation. The forms of international maritime cooperation are global and regional，multilateral and bilateral. Some marine international cooperation documents belong to “hard law” and some belong to “soft law”.
