2022年度，我国海洋教育事业稳步推进，同时迎来了新的发展机遇，呈现新的发展特征。海洋教育政策不断丰富，多个中央部委和沿海省份出台了一系列海洋教育相关的政策文件，进一步明确了海洋教育事业的目标与任务。在海洋教育实践方面，各类海洋教育内容日益丰富、方式逐渐多样化。中小学海洋教育将体验式学习作为主要的学习方式；各高等海洋教育机构之间不断推进合作共建，助力海洋教育普及；公众海洋教育主体更加多元化，目标群体覆盖范围扩大；海洋教育研究稳中有进。基于此，本报告提出了关于海洋教育政策、海洋教育实践及海洋教育研究的发展策略。
In 2022，China’s marine education career has ushered in new development opportunities and presented new development characteristics while steadily advancing. Marine education policies are constantly enriched，and a series of marine education-related policy documents have been issued by a number of ministries and commissions of the central government and coastal provinces，further clarifying the goals and tasks of the marine education cause. In terms of marine education practice，various types of marine education have become increasingly rich in content and diverse in mode. Primary and secondary schools have taken experiential learning as their main learning mode；higher marine education institutions have continued to promote co-operation and co-construction，contributing to the popularisation of marine education；and the main body of public marine education has become more diversified，with the coverage of the target group expanding continuously. Marine education research is steadily advancing. On this basis，the study also proposes strategies for the development of marine education policy，marine education practice and marine education research.
