基础设施薄弱，参与合作方的利益不一致，制度与规则构造的复杂性与不确定性，以及语言文化的障碍与隔阂，是中缅边境国际合作困境生成的主要原因。保山市重视道路、口岸和边境通道建设，注意协调各合作参与方的利益诉求，不断提高合作项目的合法性认同与合道义性认同，加强文化、教育交流，使中缅边境国际合作的困境得到有效规避和化解，初步形成了少数民族边境地区国际合作与发展的新模式。
>Dilemma of international cooperation along China-Myanmar border came into being because of the following reasons：low-level infrastructure，lack of common interest，complexity and uncertainty in shaping of the rules and regulations as well as language and cultural barriers.Baoshan municipal government attaches importance to infrastructure construction of roads，ports and border passageways.It engages in coordinating interests of different involved parties.Cultural and educational exchanges are also enhanced.Therefore，problems in international cooperation along China-Myanmar border has been gradually resolved or effectively avoided.This is a new mode for developing international cooperation along the border where ethnic minority settles.
