加拿大的教育水平位居世界前列。总的来看,加拿大重视教育质量评价,在融合欧洲教育传统和美国现代教育发展的基础上,根据加拿大国情和教育发展的现实需求,形成独具特色的多元化教育评价体系。本报告首先梳理教育评价概念的缘起和学界对教育评价的定义,以明晰教育评价的内涵和外延。根据文献梳理和对加拿大教育评价现状的前期调研,本文尝试提出加拿大教育评价的定义:加拿大教育评价是对加拿大各教育类型阶段教育质量的监测与评估;根据评价结果,加拿大教育利益相关方会相应调整各自负责领域的教育和管理行为,以提升加拿大教育整体质量。根据加拿大教育类型特点,本文将加拿大教育评价发展报告划分为三大板块:加拿大基础教育评价、职业教育评价、高等教育评价。各板块按照教育评价的客体分类,从系统评价、学校评价、教师评价、学生评价四个维度,对加拿大教育评价现状、体系、特色项目等进行梳理和评述。
Canada’s education has been taken lead in the world as a whole. With regard to the good practice,the emphasis on evaluation of education quality plays a key role. Canada’s education evaluation system featuring the balance of diversity and inclusion is based on the real needs of the country while converging European classic studies and America’s modern education. This report addresses three research tasks:First,define the education evaluation as a concept;Second,identify the key dimensions of Canada’s education evaluation;Third,analyze the policies,strategies and experience of Canada’s education evaluation in the aspects of basic education,vocational education and higher education. Drawn upon these findings,what can be learnt from Canada’s education evaluation is discussed through major objects,system evaluation,school/university evaluation,faculty evaluation and student evaluation.
