俄罗斯教育评价研究报告

文章摘要

2017年12月,俄罗斯政府颁布了《联邦教育发展国家纲要(2018—2025年)》,明确了教育发展的三个迫切需求:提高国际竞争力、推进教育现代化以及建设创新型国家。为了满足这些需求,俄罗斯积极开展教育评价理论和实践的研究。本报告从学习成果、学校教育环境、教育系统管理效率三个维度入手,结合2017~2022年俄罗斯本土及国际评价方式评价内容和结果应用的数据和资料,对俄罗斯学前教育、基础教育、高等教育及职业教育等学段的教育评价重要进展及发展趋势进行了阐释。研究结果表明,俄罗斯建立和实施的教育评估与监测体系对俄罗斯教育质量提升起到了良好的推动和促进作用。希望本报告能为我国教育评价事业的发展和完善提供有益借鉴和参考。

Abstract

In December 2017,the Russian government issued the Federal State Program for the Development of Education(2018-2025),which identifies three urgent needs for educational development:improving international competitiveness,promoting the modernization of education,and building an innovation-oriented country. In order to meet these needs,Russia is actively conducting research on the theory and practice of educational assessment. Starting respectively from the three dimensions of learning outcomes,learning and educational environment and managerial effectiveness of the educational system,the study explains the important progress and development trends of educational assessment in Russia in the academic segments of pre-primary,basic,higher and vocational education by combining the data and information based on the evaluation and the application of the results of the assessment in the local and international assessment methods in Russia during 2017-2022. The results of the study show that the educational assessment and monitoring system established and implemented in Russia has played a positive role in promoting and facilitating the improvement of the quality of education in Russia. It is hoped that the present study will provide useful reference for the development and improvement of China’s educational assessment.
