斯里兰卡高等教育评价研究报告

为了研究斯里兰卡高等教育评价情况,本文在简要介绍斯里兰卡高等教育基础之上,借助文献研究方法,系统梳理了2017年以来斯里兰卡对国立大学开展高等教育评估的基本做法。研究发现:斯里兰卡对国立大学开展高等教育评估是在高等教育部和大学教育资助委员会的领导下,制订斯里兰卡大学质量保证手册等评估标准,由高等教育质量保证委员会具体负责实施。在高等教育研究评估方案中,引入以学生为中心的学习和基于结果的教育理念,采取外部评估与内部评估两种评估方式。外部评估属于国家行为,由高等教育质量保证委员会负责安排,主要体现为对国立大学的机构审查和学科评估等,具有评价标准的统一性和评价结果的权威性,是获得国家资格认证的前提;内部评估则属于国立大学内部的行为,由大学自行组织安排,同时为外部评估奠定基础。斯里兰卡高等教育评估遵循相关法律法规,具有自身特点,质量保障体系有其优点和局限,也面临诸多新挑战。本文基于研究成果,提出若干主要建议,这对于促进我国高等教育评价现代化有借鉴意义。

Abstract

In order to study the evaluation of higher education in Sri Lanka,on the basis of a brief introduction of Sri Lanka’s higher education,with the help of literature research method,a systematic review had been conducted on Sri Lanka’s basic approach to the evaluation of higher education in national universities since 2017. The study showed that the higher education assessment of Sri Lankan national universities was conducted under the leadership of the Ministry of Higher Education and University Grants Committee,which developed evaluation criteria such as the Quality Assurance Handbook for Sri Lankan universities,the Higher Education Quality Assurance Committee should be responsible for the implementation. The concepts of student-centred learning and results-based education were put into the higher education research and evaluation programme by using both external and internal evaluation. The external evaluation was an act of the state. The Quality Assurance Commission for Higher Education was responsible for the institutional review and subject evaluation of national universities during external evaluation. The external evaluation had the unity of evaluation standards and the authority of evaluation results. The internal evaluation was the internal behavior of the national university,which was organized by the university itself and laid the foundation for the external evaluation. The evaluation of higher education in Sri Lanka followed the relevant laws and regulations and had its own characteristics. The quality assurance system had its advantages and limitations,and it also faced many new challenges. Based on the research results,this paper put forward some main suggestions,which had reference significance for promoting the modernization of higher education evaluation in our country.
