By exploring the development history of Japan’s higher education quality evaluation system，its procedures and contents，significant progress，and development trends of Japan’s higher education quality evaluation，this paper points out that the quality evaluation of Japan’s higher education is based on the evaluation model of “multi-collaboration” and “internal and external integration”. The establishment，implementation，and adjustment of Japan’s higher education quality evaluation mechanism can help universities improve their educational research activities based on periodic evaluation processes and results，dynamically refine and adjust evaluation indexes，promote the continuous optimization and maturity of Japan’s higher education evaluation system，and ultimately enhance the overall level of national higher education. These measures and experiences of Japan serve important references for China to improve the quality evaluation system of higher education，promote high-quality development of higher education，and build a strong higher education country.
