德国高等教育评价研究报告

文章摘要

德国高等教育评价最主要的形式是认证。2018年1月1日《高等教育认证国家协议》施行后,德国高等教育认证制度进入了一个新阶段。在各州文教部长联席会议的指导下,新的认证委员会基金会负责对德国所有高校进行专业认证、体系认证和替代性认证。近几年的实践表明,德国建立了科学合理的教育教学评价机制,得到了各方的广泛认同,德国高等教育认证制度总体上提升了高校教育教学质量,正在促进各高校形成自己的质量文化。德国经验对我国的启示是:加强制度建设、积极培育第三方评估机构市场、贯彻绿色发展理念以及推进国际交流和合作。

Abstract

The main form of evaluation for higher education in Germany is accreditation. With the Interstate Study Accreditation Treaty on January 1,2018,higher education accreditation in Germany has entered a new phase. Under the guidance of the Standing Conference of the Ministers of Education and Cultural Affairs of the Länder,the German Accreditation Council is responsible for the programme accreditation,system accreditation and alternative procedures of all higher education institutions in Germany. Practice in recent years has shown that Germany has established a scientific and reasonable evaluation mechanism for education and teaching,which has been widely recognized by all parties. The German higher education accreditation system has generally improved the quality of education and teaching in colleges and universities,and is promoting the formation of their own quality culture in colleges and universities. The inspiration of the German experience for China is to strengthen system construction,actively cultivate the market of third-party assessment organizations,implement the concept of green development and promote international exchanges and cooperation.
