In the context of globalization，the increasingly fierce technological competition is constantly transmitting to higher education in various countries，which pushes the development of higher education. In order to promote the development of higher education，education authorities in the respective countries are focusing on the high-quality development of higher education，creating and promoting the setup of world-class universities，enhancing the leading role of higher education in national economy and development，highlighting the status and greater voice of higher education in global technological competition and industrial revolution innovation，and for the above mentioned motivations，promoting higher education evaluation reform has become a common practice in higher education management systems. This study systematically reviews the basic situation of higher education in Pakistan，the high-speed development of higher education since the partition of India and Pakistan，and conducts in-depth research on the evaluation of higher education in Pakistan. It analyzes the origin and preliminary development of the evaluation，the establishment and evolution of organizational structure，specific implementation overview，and the classification and design of evaluation content. It compares Pakistani higher education evaluation system with that in different other countries around the world. Through the analysis of on-campus evaluation of program offers in relevant universities in Pakistan and educational evaluation cases of cooperative education with foreign universities，the impact of the 2025 Vision，joining the Washington Agreement，and other factors on the evaluation of higher education in Pakistan，it elaborates on the development trend of the combination of on-campus evaluation and social evaluation，the development trend of internationalization of higher education evaluation，and the reform orientation for promoting education to rejuvenate the nation.
