巴布亚新几内亚高等教育评价研究报告

本文借助文献研究方法,对巴布亚新几内亚国立大学高等教育评估基本情况展开系统梳理。研究发现:为了保障高等教育质量,2017年以来,巴布亚新几内亚政府不断实施高等教育改革,出台与修正法律法规,制定相关发展规划,设立高等教育、科学研究和创新部,打破高教机构管理的条块分割,理顺管理体制机制,实现职能转换,形成高等教育部统一领导的新监管体系;强调职业技术与应用型学科的市场需求导向,将技术和职业培训视为高等教育部门的一个组成部分,并将其作为技能发展、科学研究、技术创新的关键因素,对国立高等教育机构提出更高的治理要求,促使所有高等教育机构运作保持一致,在国民经济和社会发展优先事项中发挥更大作用。改革背景下,实施高等教育评估的主要路径是,先由政府给出高等教育统一的“国家标准”,制定“国家资格框架”,实行“机构注册”制度、“项目(课程)认证”;然后采取外部评估与内部评估两种评估方式。评估遵循“教育质量和学生需求是所有高等教育机构运作核心”的原则,建构质量保证体系,强调学习成果导向,倡导健全学分体系,服务于高等教育人才培养,服务于性别平等和社会包容,服务于国家优先发展战略。高等教育质量保证系统具有自身特点,但仍面临新挑战。

Abstract

In this report,a systematic review was carried out by means of literature research on the assessment of higher education at the national university of Papua New Guinea(PNG). The study found that PNG had been implementing higher education reforms to safeguard the quality of higher education,such as making policies and amending laws and regulations,and formulating development plans,the establishment of the Ministry of Higher Education,Scientific Research and Innovation(hereinafter referred to as the Ministry of Higher Education)since 2017. These reforms would break the compartmentalization of the management of institutions of higher education,straighten out the management system and mechanism,realize the transformation of functions,and form a new supervision system under the unified leadership of the Ministry of Higher Education. These reforms also included emphasizing the market demand orientation of vocational technology and applied disciplines,and considering technical and vocational training as an integral part of the Ministry of Higher Education,as a key factor in the development of skills,scientific research and technological innovation. In the meantime,these reforms had put forward higher governance requirements for national higher education institutions and so on,and promoted the consistent operation of all higher education institutions so as to play a greater role in national economic and social development priorities in PNG. In view of the obvious individual characteristics of higher education institutions and the different orientation of talent training objectives,the main paths for the implementation of higher education evaluation in PNG on the context of reform were as follows:Firstly,the government gave the “National standards” of higher education,formulated the “National qualification framework”,implemented the “Institution registration” system,and “Project(course)certification”. Then it adopted the external evaluation and the internal evaluation:the external evaluation belonged to the state behavior,and the Ministry of Higher Education was responsible for arranging the “Quality assurance key activities” setting up an expert group to carry out the on-the-spot inspection of higher education institutions. The external evaluation had the unity of evaluation standards and the authority of evaluation results and it was also the premise of obtaining national qualification certification,while the internal evaluation was belonged to the internal behavior of the national university and organized by the university itself. So the internal evaluation laid the foundation for external evaluation. The institutions of higher education in PNG exercised the right of university autonomy in accordance with national laws and regulations and strictly enforced the criteria for accreditation. The evaluation followed the principle that “The quality of education and the needs of students were the core of the operation of all institutions of higher education” by constructing the quality assurance system,emphasizing learning results-oriented,advocating a sound credit system. The evaluation was served for the training of higher education personnel,for gender equality and social inclusion,and for the national prior development strategy. The quality assurance system of higher education had its own characteristics,but the evaluation of higher education which was in line with the national educational development goal was still facing new challenges.
