意大利作为欧盟国家,其基础教育评价体系受欧盟的影响,在具有现代性的同时也有自身的特点。意大利国家评估系统有三个机构在国家层面承担教育和培训系统的质量评价工作,分别是国家教育系统评估研究所,国家文献、创新和教育研究所,以及由意大利教育大学与研究部具有技术职能的管理人员所组成的审查机构。这些机构负责国家层面的教育质量保障,对教育机构、学校管理评价、教师专业素质开展系统化、科学化、行动化的教育评价,充分调动评价对象的主动性,努力提升评价过程的科学性和评价结果的指导性。意大利基础教育质量评价机制值得反思与借鉴。
As a member state of the European Union,Italy’s basic education evaluation system is influenced by the EU and possesses modern characteristics while also maintaining its unique features. The Italian national evaluation system comprises three institutions at the national level responsible for assessing the quality of the education and training system. These are the National Institute for the Evaluation of the Education System,the National Institute for Documentation,Innovation,and Educational Research,and a review body made up of technical staff from the Italian Ministry of Education,Universities,and Research(MIUR). These institutions are in charge of ensuring the quality of education at the national level,carrying out systematic,scientific,and operational evaluations of educational institutions,school management,and teacher professional quality. They fully engage the initiative of the entities being evaluated,striving to enhance the scientific nature of the evaluation process and the guidance of the evaluation results. The mechanisms for evaluating the quality of basic education in Italy are worthy of reflection and reference.
