跨境电商与服务贸易相互依存、相互促进,跨境电商能扩大服务贸易规模、优化服务贸易结构、提高服务贸易效率,服务贸易也支撑跨境电商运营交付、扩大跨境电商交易种类、提高跨境电商产品价值。目前跨境电商与服务贸易加速融合,呈现嵌入模式、服务化转型、协助模式、跨国集团模式、平台模式等5种典型模式,但总体上我国跨境电商与服务贸易融合还处于基础阶段,面临应用规模不足、诸多规则制约、贸易保护主义抑制等融合困境。因此,各个主体要从自身角度探寻融合发展路径,企业要提升产品服务价值,打造全球化自主品牌;出海平台要构建本土化生态体系,输出中国技术模式;行业要制定贸易融合发展方案,提升数字贸易竞争力;政府要参与全球数字贸易规则制定,积极推进“丝路电商”建设。
Cross-border e-commerce and service trade are interdependent and mutually promotional. Cross-border e-commerce can expand the scale of service trade,optimize the structure of service trade,and improve the efficiency of service trade. Service trade also supports the operation of cross-border e-commerce,expands the trade types of cross-border e-commerce,and improves the value of products. At present,the integration of cross-border e-commerce and service trade is accelerating,presenting five typical models such as embedding model,service-oriented transformation,assistance model,multinational model,and platform integration model. In general,the integration of cross-border e-commerce and service trade is still at the fundamental level in China,facing challenges such as insufficient application scale,numerous rule constraints,and trade protectionism suppression. Therefore,it should explore the integrated development path from its own perspective. Enterprises should enhance the value of their products and services,creating a global independent brand. The offshore platform should build a localized ecosystem and export Chinese technology models. The industry should formulate the plans of the trade integration to enhance the competitiveness of digital trade. The government should participate in the rule making of global digital trade and promote the construction of “Silk Road E-Commerce” actively.
