标准作为世界“通用语言”,是国际贸易的通行证。随着跨境电商对开拓外贸新增长点、激发外贸新动能作用的不断显现,我国愈发重视跨境电商标准化工作,持续推进跨境电商标准体系建设。本文分别从国家、行业、地方、团体、企业标准层面,具体分析我国跨境电商标准化的发展现状;从时间、区域、标准内容、标准实施四个维度,分析我国跨境电商标准化发展面临的问题;在此基础上,从建立系统协调标准体系、加强重点领域标准化建设、推进交易全过程标准化建设、增强国内外标准兼容性、强化标准实施效果等五个方面提出政策建议。
As the universal language of the world,standards are the passport of international trade. With the continuous release of the new growth points and the new driving forces for the foreign trade,China has paid more attention to the standardization of cross-border e-commerce and continued to promote the construction of cross-border e-commerce standard system. The report analyzes the current status of China’s cross-border e-commerce standardization from the perspectives of national standards,industry standards,locality standards,group standards,and enterprise standards. Summarize the problems faced by the standardization of cross-border e-commerce in China from four dimensions such as the time,the region,the standard content,and the standard implementation. The suggestions are proposed from four aspects which are establishing a systematic coordination standard system,strengthening the standardization construction,promoting the standardization construction of the entire trade process,and enhancing the compatibility of standards between domestic and foreign trade.
