由大阪府、大阪市和堺市共同制定的《大阪城市发展总体设计》于2022年12月发布，成为大阪从国家“副首都”定位出发制定的面向2050年创新、幸福、可持续目标的发展蓝图。规划在明确界定大阪市在大阪都市圈中的特征和作用、指明城市未来发展目标的基础上，提出五个城市建设战略与实施方向，并阐述了具体推进策略、推进时间计划，最后展示了城市建设的蓝图。该规划对我国城市的发展、规划和治理具有启示借鉴意义，其中，通过以“交通+”组织打造宜居生活圈、将低碳韧性纳入国土空间规划体系、利用好区域资源推进以人为本的城市更新发展，有助于促进我国城市适应未来社会发展趋势并持续创造新的价值。
Osaka Urban Development Grand Design jointly formulated by Osaka Prefecture，Osaka City，and Sakai City，was released in December 2022. It serves as a development blueprint for Osaka，departing from its role as a “deputy capital” and aiming towards innovative，happy，and sustainable goals by 2050. The plan，while clearly defining Osaka City’s characteristics and role within the Osaka metropolitan area，outlines five urban construction strategies and implementation directions. It provides specific implementation strategies，timelines，and ultimately presents a blueprint for urban development. This plan holds insightful implications for China’s urban development，planning，and governance. Specifically，its strategies，such as creating livable living circles through “Transportation+” initiatives，incorporating low-carbon resilience into the national spatial planning system，and leveraging regional resources for people-centric urban renewal，can contribute to helping Chinese cities adapt to future social development trends and continually create new value.
