The urgency of phasing out natural gas in Dutch cities has been exacerbated by global climate risks, the post-COVID-19 green recovery, and the energy crisis sparked by the European conflict. Based on the Organisation for Economic Cooperation and Development(OECD)publication Decarbonising Homes in Cities in the Netherlands:A Neighbourhood Approach, this paper analyzes the main features of the decarbonization of urban buildings in the Netherlands. To achieve this goal, this report suggests that the Dutch national and local governments must collaborate, focusing on pilot projects in gas-free communities. This can be accelerated by encouraging more cities to initiate community pilots, expanding pilot projects through city network connections, addressing labor shortages, and overcoming obstacles related to citizen willingness to invest in new technologies. This report represents the first case study conducted using the policy framework outlined in the OECD publication “Decarbonising Buildings in Cities and Regions” and can serve as a reference for other countries developing decarbonization plans and advancing their energy transitions.
