长期以来，日本政府视东京非洲发展国际会议为对非洲外交的重要基础平台。2022年，日本时隔3年举办第八届东京非洲发展国际会议，此次会议既是新冠疫情后日本举办的首次大规模、高规格、全方位的对非洲整体外交议程，也是该系列会议继2016年后再次走进非洲。第八届东京非洲发展国际会议不仅延续了此前安倍晋三政府的长期对非合作大方向，还出台了具有岸田文雄政府执政特色的对非合作新倡议。会上，日非双方通过了《突尼斯宣言》，并计划出台“突尼斯行动计划”以持续推动落实日非合作新成果。当前，国际格局发生深刻调整，第八届东京非洲发展国际会议的成功召开将对今后的日非合作及各自发展具有重要意义。
日本政府はかねてから、「アフリカ開発会議」（TICAD）を対アフリカ外交の重要な基軸と位置付けてきた。2022年、日本では3年ぶりに第8回のTICADが開催された。今度の会議は新型コロナ後に日本が主催した初の大規模、ハイレベル及びオールラウンドな対アフリカ外交のアジェンダであり、2016年に続きアフリカで開催された2回目の会議でもある。TICAD8は、安倍政権におけるアフリカへの長期的な外交方針を継続しただけでなく、岸田政権における対アフリカ外交の独特なイニシアチブも提唱した。TICAD8では、日本とアフリカは「チュニス宣言」を採択し、日·アフリカ協力における新たな成果の実施を引き続き促進するための「チュニス行動計画」についても検討した。現在、国際情勢が大きく変化するに伴い、今度のTICAD8の開催は、今後の日·アフリカ協力と各自の発展にとって、重要な意義を持っている。
For a long time，the Japanese government has regarded the “Tokyo International Conference on African Development”（TICAD）as a critical primary platform for its diplomacy towards Africa. In 2022，Japan held the TICAD VIII. This conference is not only the first large-scale，high-level，and all-round diplomatic agenda for Africa held by Japan after the pandemic but also the second time this conference has come to Africa again after 2016.TICAD VIII not only continued the long-term general direction of the Shinzo Abe government’s diplomacy policy to Africa but also came up with new cooperation initiatives with the characteristics of the Kishida government. At the conference，Japan and Africa adopted the “Tunis Declaration” and planned to issue the “Tunis Action Plan” to promote the implementation of new achievements in Japan-Africa cooperation. At present，profound adjustments have taken place in the international relations system；the successful holding of TICAD VIII has also played an important role in Japan-Africa’s future cooperation and development.
