东盟-欧盟自1977年建立对话伙伴关系以来已有46年，双方在2022年12月首次举行了全面峰会，在推动东盟-欧盟“战略伙伴关系”方面又迈出了一步。新时期，东盟与欧盟的双边合作日益加深，展现出宽领域、多角度、深层次、战略化的发展趋势。在此背景下，本报告聚焦于东盟与欧盟加深合作，综合分析了双方加深合作的背景和动机，并在梳理东盟-欧盟双边合作发展进程的基础上，探讨了双方继续加深合作所面临的诸多限制性因素，以及这些因素对东盟与欧盟合作前景的影响。
It has been 46 years since the ASEAN-European Union Dialogue Relations were established in 1977. In December 2022，the two sides held their first full summit，taking another step forward in promoting ASEAN-EU Strategic Partnership. In the new era，the bilateral cooperation between ASEAN and the EU has been deepening day by day，showing a trend of broad fields，multipleangles，deep levels，and strategic development. In this context，this chapter takes the research object for deepening cooperation between ASEAN and the EU，comprehensively analyzes the background and motivation of deepening cooperation between the two sides，and on the basis of combing the development process of bilateral cooperation between ASEAN and the EU，discusses the many restrictive factors that the two sides are facing to continue deepening cooperation，and thus makes a judgment on the prospects of cooperation between ASEAN and the EU.
