2021年，尽管面对新冠疫情的冲击，杭州西湖文化景观遗产本体和环境保存状况总体良好，真实性、完整性得到有效保持，突出普遍价值未受到损害。这得益于杭州严格遵循“保护第一”的原则，将西湖文化景观的保护和管理融于城市规划体系中，并严格执行了遗产法规框架内的相关法律规划；在OUV、真实性和完整性的基础上对价值载体以及各要素开展监测、保护和管理，严控遗产区建设项目，开展西湖景观影响评估；持续做好遗产区生态环境治理，提升西湖水质，保护生物多样性；构建遗产监测中心及属地单位相互配合的巡查工作体系，确保了遗产本体安全；以可持续发展理念为指导，积极协调遗产利益相关方和有关管理部门的合作机制。
In 2021，despite the ongoing COVID-19 pandemic，the property and setting of West Lake Cultural Landscape of Hangzhou secured a good state of conservation in general. Its authenticity and integrity were effectively maintained and its OUV saw no damage. This was attributed to the efforts to integrate the conservation and management of the property into the city’s urban planning system in strict accordance with the principle of “protection first” and the strict implementation of relevant laws and plans within the framework of heritage laws and regulations. Based on OUV，authenticity and integrity，all the components and elements that carry the property’s value were properly monitored，protected and managed. Strict restrictions were placed on construction projects within the property area and the Heritage Impact Assessment conducted. The ecological environment of the property was properly managed to enhance the water quality of the West Lake and safeguard biodiversity. An inspection system to align the property monitoring center with local component authorities was established to ensure the safety of the property. A cooperation mechanism to coordinate stakeholders and competent administrative departments，guided by the principle of sustainable development，was also put in place.
