改革开放至今，中国海洋环境发展经历了三个阶段，即探索海洋时期、走向海洋时期和经略海洋时期。本文从中国海洋环境的污染与保护、海洋资源环境的变迁以及海洋边界的冲突与明晰三个角度系统阐述了三个时期的不同发展状况，并对未来中国海洋环境的发展走向进行了初步的预测。针对当前海洋环境发展过程中存在的重大问题，本文给出了一些可行性建议。
Since the Reform of 1978，China’s ocean environmental development has experienced three stages，namely ocean exploration，turning towards the ocean and planning the ocean. This article presents different development conditions during the three periods in three aspects：the oceanic environmental pollution and protection，the changes of oceanic resource condition and the conflict and clarification of ocean boundary. Finally，we probably forecast the future development of Chinese ocean environment. For some serious problems raised in the process of the ocean environmental development，we give some practical suggestions.
