The National Ocean Inspector is a hierarchical supervision system for the marine resources and environment at the national level. Its purpose is to urge local governments to implement the statutory responsibilities of sea island resources supervision and ecological environmental protection，thereby improving the marine resources and environmental supervision system. The State Oceanic Administration established the first batch of six marine inspectors with the focus on the special inspection of reclamation，in late August 2017 it entered the six provinces（autonomous regions）of Hebei，Fujian，Jiangsu，Liaoning，Guangxi and Hainan. In mid-November 2017，the second batch of five inspectors formed by the State Oceanic Administration conducted marine inspectors in five provinces（municipalities）of Shandong，Zhejiang，Tianjin，Guangdong and Shanghai. Overall，the National Marine Inspector in 2017 achieved the following results：it establish a hierarchical supervision system for the protection of marine resources at the national level，and it sank the inspector to the people’s government in the district，at the same time it pays attention to the implementation of the “three-dimensional inspector” of “sea，land and air”，focusing on social supervision and side-by-side reform in the process of supervision. On the other hand，There are also a series of problems in the National Marine Inspector，for example，the marine integration inspector needs to be strengthened，the marine inspector legislation needs to be improved，the independence of the marine inspectorship needs to be further protected，and the durability of the marine inspector’s effectiveness needs to be strengthened. Looking forward to the future development of national marine inspectors，the main countermeasures include：strengthen marine integration supervision and achieve cooperation in the protection of regional marine environmental resources；Advance the marine inspector legislation and realize the rule of law in marine inspectors；Define the power relations between the State Marine Inspectorate and the local government and its marine administrative department to ensure the independence of the marine inspectorate；Establish a resident agency of the marine inspectorate in the local government to ensure the durability of the effectiveness of marine inspectors.
