海洋灾害是我国沿海地区主要的自然灾害之一，给沿海地区的经济和社会发展带来了巨大的风险和挑战。尽管随着科技的进步和国家应急管理机制的日趋完善，国家在防灾减灾方面取得了较大的进步，但沿海地区海洋灾害问题仍然较为突出，海洋防灾减灾的形势不容乐观。本研究报告以时间为轴线，简要梳理了我国从古至今社会应对海洋灾害的发展历程，从不同应灾主体的角度阐述了海洋灾害在不同时期的社会应对机制，重点论述改革开放以来社会应对海洋灾害的应对机制及其问题，并在此基础上给出了合理的建议和对策。
China is one of the countries most affected by marine disasters in the world. With the rapid development of the marine economy，the risk of marine disasters in coastal areas is increasingly prominent，and the situation of marine disaster prevention and mitigation is very serious. This research report takes time as the axis and briefly summarizes the development history of China’s social response to marine disasters from ancient times to present. Mechanism and its problems，and on this basis，reasonable suggestions and countermeasures are given.
