本文以国家海洋局发布的《中国海洋年鉴》（1982～2013年）为依据，并参考相关文献，对改革开放以来中国海洋科技发展过程做了梳理。首先，本文界定了海洋科技发展的内涵和外延。其次，以中国海洋科技政策演变为线索，将改革开放以来中国海洋科技发展过程分为启动、体制改革与调整背景下的建设和全面部署推动创新三个阶段，分别从海洋科技发展战略、科技政策、体制改革、海洋调查、科技投入与产出、海洋科技支撑经济发展状况及国际海洋交流与合作等方面进行了梳理。接着，对改革开放以来中国海洋科技发展的特点和发展趋势做了概括和阐述。最后，本文给出了关于推进中国海洋科技领域改革的政策建议。
In this report，based on the China Ocean Yearbook（1982-2013）released by the National Oceanic Bureau and reference to the relevant literature，the development of marine science and technology since the reform and opening-up has been sort out. Firstly，it defines the connotation and extension of the development of marine science and technology. Secondly，it points out the development process of China’s marine science and technology is divided into three stages，and analyzes the marine science and technology development strategy，science and technology policy，system reform，marine survey，input and output of science and technology，and so on. Then，the characteristics and the development trend of the development of the marine science and technology in China are summarized and forecasted. Finally，it gives a policy suggestion on the reform of the marine science and technology in China.
