国家海洋督察组于2018年和2019年先后对第一批6个省（自治区）、第二批5个省（直辖市）反馈了国家海洋督察情况。两批11个省（自治区、直辖市）按照规定时间和要求制定了贯彻落实国家海洋督察反馈意见的整改方案，并开始着手问题整改落实。总体而言，2018年和2019年的国家海洋督察取得如下成效：在建立政府内部层级监督机制之外，构建起政府外部的社会监督机制；通过国家海洋督察的政策平台和高位推动，督促地方政府建立了海洋资源环境保护的常态化机制。其存在的问题主要有：国家海洋督察的持续性不强、预防性不足；国家海洋督察组织体系不健全；国家海洋督察的对象主要局限于地方各级政府；国家海洋督察组与地方政府之间的权力关系有待进一步规范；国家海洋督察和中央环保督察在职责分工上存在重叠之处。展望未来国家海洋督察发展，主要对策建议包括：增强国家海洋督察的可持续性和预防性，完善国家海洋督察组织的顶层设计和地方设置，将国家海洋督察对象扩大至地方各级党委，加强对国家海洋督察的全程监督，明确国家海洋督察和中央环保督察的职责分工。
The national marine inspectorate team completed the feedback of the first batch of marine inspectors’ opinions in six provinces （autonomous regions） in January 2018. Six provinces （autonomous regions） formulated a rectification plan to implement the national marine inspector’s feedback in accordance with the prescribed time and requirements. And after the report to the Ministry of Natural Resources for approval，they began to implement the problem rectification. In July 2018，the national marine inspectorate team reported back to the second batch of 5 provinces （municipalities） the special inspections on reclamation，and clearly pointed out the problems and rectification requirements found during the inspection. From the end of 2018 to the first half of 2019，the second batch of 5 provinces （municipalities） successively issued rectification plans and started to implement them. In general，the national marine inspections in 2018 and 2019 achieved the following results：In addition to the establishment of the intergovernmental supervision mechanism，a social supervision mechanism outside the government was established；through the policy platform and high promotion of the national marine inspection，the local government was urged to establish a normalization mechanism for environmental protection of marine resources. The main problems of the national marine inspections are：the national marine inspections lack sustainability and prevention；The organizational system of the national marine inspection is incomplete；The target of the national marine inspectorate is mainly limited to local governments at all levels；The power relationship between the national marine inspection team and the local governments needs to be further regulated；There is overlap in the division of responsibilities between the national marine inspection and the central environmental inspection. Looking forward to the future development of national marine inspection，the main countermeasures and suggestions include：enhancing the sustainability and preventiveness of national marine inspection，improving the top-level design and local settings of national marine inspection organizations，expanding the targets of national marine inspection to local party committees at all levels，and strengthening the supervision of the entire process，and clarifying the division of responsibilities between the national marine inspection and the central environmental inspection.
