2018年我国在海洋立法方面取得的重要进展主要为以下三项：一是实施并修订了《中华人民共和国环境保护税法》；二是修订了《中华人民共和国防治海岸工程建设项目污染损害海洋环境管理条例》《防治海洋工程建设项目污染损害海洋环境管理条例》《防治船舶污染海洋环境管理条例》三部涉海行政法规；三是多部涉海法规正式施行，如《最高人民法院关于审理海洋自然资源与生态环境损害赔偿纠纷案件若干问题的规定》《中华人民共和国水污染防治法》《中华人民共和国环境保护税法实施条例》《生态环境损害赔偿制度改革方案》等。2019年我国在海洋立法方面取得的重要进展主要为以下两项：一是全国两会的涉海提案；二是自然资源部出台了2019年海洋立法工作计划。
In 2018，China made three important advances in ocean legislation. Firstly，the implementation and revision of the Environmental Protection Tax Law；secondly，the revision of the Regulations on the Prevention and Control of Pollution Damage to the Marine Environment Caused by Coastal Engineering Construction Projects，the Regulations on the Prevention and Control of Pollution Damage to the Marine Environment Caused by Marine Engineering Construction Projects，and the Regulations on the Prevention and Control of Ship Pollution to the Marine Environment；thirdly，many sea related laws and regulations are formally implemented in early 2018，such as the provisions of the Supreme People’s Court on Several Issues concerning the Trial of Disputes over Compensation for Damage to Marine Natural Resources and Ecological Environment，the Law on the Prevention and Control of Water Pollution，the Regulations for the Implementation of the Environmental Protection Tax Law，the Reform Plan for the Compensation System for Damage to Ecological Environment and other relevant laws and regulations. In 2019，China made three important advances in ocean legislation. Firstly，the Ministry of Natural Resources has issued the 2019 Marine Legislation Work Plan；secondly，the sea related proposals of the 2019 national two sessions.
